Margaret Rosalie “Rosie” Osburn, 88, of Bremerton, Washington, formerly of Ottawa, Kansas, died Saturday, February 6, 202l, at Bremerton Health & Rehabilitation, Bremerton, Washington. Graveside services will be held at 10:00 A.M., Friday, May 21, 2021, at Mt. Calvary Cemetery, Ottawa. Rosie was born December 1, 1932, at Kansas City, Kansas, the daughter of Francis Eugene and Margaret A. (Clark) Feren. She lived in Kansas City, Kansas and Kansas City, Missouri before moving to Ottawa, Kansas in 1955. Rosie graduated from Central High School in Kansas City, Missouri with the class of 1949; St Mary’s Hospital School of Nursing as a Registered Nurse in 1953; Ottawa University with a Bachelor’s in Health Education in 1976 and completed numerous continuing education courses. She has had a current registered nurse license in Missouri and Kansas since 1953. She was a member of Sacred Heart Catholic Church, Ladies Golf Association, Kansas Blue Cross/Blue Shield Senior Advisory Committee and Entre’ Nous. She was Past President of Kansas Public Health Association, Past Chairman and member of Kaw Valley Heart Association, Kansas Lung Association, Franklin County Day Care and served on many other local committees. On July 15, 1955, Rosie was united in marriage to William Lee “Bill” Osburn. He preceded her in death. She was a registered nurse. Rosie started working at Providence Hospital in Kansas City, Kansas at age thirteen, all through high school, and then one year in the hospital in St. Joseph, Missouri. She was a clinical instructor at St. Mary’s Hospital in Kansas City, Missouri from 1953 to 1955; worked on staff in OB, OR and ER at Ransom Memorial Hospital in Ottawa 1955 through 1960; for the Franklin County Public Health Department 1960 to 1974 (setting up the new agency, January 1, 1960 and the Franklin County Home Health Agency in 1966), which included Multiphasic Community Health Education/screening programs, First Aid, health education programs and screenings in county schools and also wrote budgets, grants, etc. From 1974 to 1988 she worked as a school nurse for Ottawa USD #290 doing health assessment, vision, hearing, scoliosis screening, health education, counseling, etc., retiring in 1988. From 1988 to 2012 she did nursing home inspections, nursing home aide instruction and was a home aide instructor and consultant. She also worked part-time since 1988 for Federal Occupational Health and for a local company (Occupational Health Services) in their clinics and as a nurse for individual companies, assisting with examinations, vision, hearing and drug screenings; spirometry and cholesterol screenings, first aid, health assessment, and Blood Borne Pathogen Training, etc. She was also preceded in death by her parents, Francis and Margaret Feren; daughter, Linda Lea Osburn in 1960; brother, Charles Eye; and brother-in-law, Jim Osburn. Rosie is survived by her daughter, Laura Osburn of Port Orchard, Washington; son, Michael L. Osburn; granddaughters, Aubriana (Chase) Jones and Ashley (Jose) Mijangos; and five great grandchildren.
