He grew up in Waco, Texas, lived in Lawrence, Kansas, and settled in Ottawa, Kansas. Bruce graduated from Lawrence High School and attended the University of Kansas and Emporia State University. He was a letter carrier for the United States Postal Service in Ottawa from 1964 to retirement October 2, 1992. He was a member of St. Paul AME Church in Ottawa and the Alpha Psi Alpha Fraternity at K.U. He served several terms as president of the National Association of Letter Carriers Branch #585. On June 12, 1955, Bruce was united in marriage with Kellma Harvey in Ottawa, Kansas. She preceded him in death on August 22, 1998. SERVICES: Funeral services will be held from the Dengel & Son Mortuary at 10:00 a.m. on Friday, June 8, 2007. IN STATE: Friends may pay their respects to Mr. Starks at the Dengel & Son Mortuary after 12:00 noon Thursday to the service hour, where the family will meet with friends 7 to 8 Thursday evening. CEMETERY: Highland Cemetery in Ottawa, Kansas. MEMORIALS: The family suggests memorials to Midland Hospice, c/o Dengel & Son Mortuary, 235 S. Hickory, Ottawa, Kansas 66067.
